  1. directive (noun) – 
    instruction, direction, command, order. 
  2. Arogya Setu (noun) – 
    Aarogya Setu is a mobile application developed by the Government of India to connect essential health services with the people of India in their combined fight against COVID-19.
  3. spark (verb) – 
    cause, give rise to, bring about, trigger, prompt/set off.
  4. backing (noun) –
    support, approval, endorsement.
  5. mandatory (adjective) – 
    compulsory, obligatory, binding.
  6. contact tracing (noun) –
    it is defined as the identification and followup of persons who may have come into contact with a person infected with the virus.
  7. COVID-19 (noun) –
    coronavirus disease 2019.
  8. fall short of (phrase) –
    fail to meet (standards); be deficient, be inadequate, be insufficient.
  9. lay down (phrasal verb) –

    to protect/ lookout/guard something through close observation.
  35. relaxation (noun) – 
    moderation, modification (of a rule less strict).

    wise, sensible, prudent.
  37. heed (verb) – 
    pay attention to, take notice of, listen to.
  38. allay (verb) –
    reduce, decrease, lessen.
  39. instrument (noun) –

    remove data/detail from (something, especially medical test results) for statistical or other purposes that would establish the identity of a person.
